The Michigan Defense Center (MDC), at the Michigan Economic Development Corporation (MEDC), is the state of Michigan's voice on domestic and international commerce in the defense and homeland security economy. The MDC is able to marshal the state's economic gardening tools, business development resources and business attraction incentives to protect and grow national security assets and business here in Michigan.

In 2006, the Michigan Legislature created the MDC recognizing the need to focus on this important part of the economy. Working with our strategic partners, we assist Michigan companies and coordinate with industry experts and stakeholders to create statewide overarching strategies to protect and grow defense and homeland security investments and jobs in Michigan.

The Michigan Defense Center is pround to announce innovative tools to assist Michigan companies to protect and grow their business.

  • The Bid Targeting System (BTS) which scores companies the way a federal contracting officer would, giving small and medium-sized contractors the same advantages that large primes derive from their in-house experts,

The MDC team looks forward to working with you. The team includes experienced business development managers and contractors-professionals in the defense industry as well as economic development.

The MDC team discovers long-range opportunities, industry trends and development of opportunities and tools so that MEDC's BDMs and PTAC counselors can give their Michigan B2G customers the edge.

The MDC contracts with various experienced professionals to gain insight, access and credibility within the industry, federal government and stakeholder community. These specialists augment the MDC team in the following areas of expertise:

Land systems, Communications, Federal government affairs, Stakeholder and community relations, Program development and management, Special projects including the "protect and grow" strategic plan.


Jennifer leads the MDC team in cyber security and homeland security initiatives. She joined the MDC after seven years with PTACs of Michigan and experienced with the U.S. Department of Justice as well as serving as executive director of Michigan Homeland Security Consortium.
Jennifer's Focus:

  • Target industries/sectors: Cyber security initiatives with emerging technologies that have applications in both the defense and automotive markets

  • Coordinates with Governor Snyder's IT/cyber team, Michigan National Guard, and MEDC's international trade, business development, and business attraction teams.


Sean Carlson recently retired from the Michigan National Guard after 28 years of service to our country. Sean has held key leadership positions at tactical, operational and strategic levels in the State of Michigan, PepsiCo., and Blue Cross Blue Shield. As deputy director for the Michigan Department of Management and Budget, he oversaw a budget of $16 billion and managed over 250 employees.
